In more detail

Values containing commas, quotes or line breaks are wrapped in double quotes, and quotes inside are doubled. Some regions use semicolons because the comma is their decimal mark. CSV has no types, so spreadsheet programs may guess wrongly, for example dropping leading zeros from ZIP codes.
