HSL

HSL describes colour as hue (position on the colour wheel in degrees), saturation (intensity) and lightness, which makes tints and shades easy to create.

#3366cc is hsl(220, 60%, 50%). Adding 180° to the hue gives the complementary colour, here an orange (#cc9933). Lowering lightness darkens a colour without changing its hue.
